What should an EV charging station business plan actually contain?

Eight sections: executive summary, demand evidence for your specific sites, the site portfolio and rollout schedule, the technical and operating plan, your regulatory position, the financial model with a full assumption register, a risk and sensitivity section, and the funding structure with exit. The assumption register and the sensitivity analysis are what a credit committee reads most closely — the rest exists to make those two believable.

What utilization rate should I assume for a new charging station?

Independent estimates put Indian public-charger utilization at 1–5%, so a credible plan opens in that band and ramps to 8–15% over 18 to 24 months. The important discipline is not the number but the shape: utilization must be modelled month by month with a stated driver behind each step. A flat utilization assumption is the single most common reason a charging business plan is rejected.

How do I calculate break-even utilization for a charging station?

Divide the monthly fixed cost of the site by the gross margin produced per percentage point of utilization. A 60 kW charger at 100% would deliver 43,200 kWh a month, so one percentage point is 432 kWh — about ₹5,200 of gross margin at a ₹12/kWh service charge. Against ₹50,000 of monthly fixed cost, break-even is roughly 9.6% utilization. Run the same calculation per site, since fixed costs vary far more than the charger does.

What payback period do lenders expect from an EV charging station?

There is no single benchmark, because payback is driven almost entirely by utilization and site fixed cost. What matters to a lender is the relationship between your payback period and the tenor being requested: a plan showing six-year payback against a four-year term loan has failed its own test. Report payback per site and for the portfolio separately, and always alongside project IRR, which is what shows whether the asset works independently of how it is financed.

Can I show government subsidy as a reduction in my project cost?

Not in month zero. Under PM E-DRIVE, support at ordinary commercial locations covers 80% of upstream infrastructure only — the charger itself is not covered outside government and public-sector categories — and it is calculated on the lower of actual cost or a benchmark published in 2022. Seventy per cent of the eligible amount is released only after the DISCOM demand note is paid and the chargers are procured. Model it as a cash inflow with a lag, never as a smaller capex number.
