No. OpenADR is the grid-to-operator signalling layer; OCPP is the operator-to-charger control layer. You need both — an OpenADR event only changes a session's power once your CSMS translates it into an OCPP SetChargingProfile.

2. Does OpenADR 3.0 make OpenADR 2.0b obsolete?

Accepted Answer

No. OpenADR 3.0 is an additional, simplified path, and 2.0a/b remains widely deployed by utilities. Commercial VTNs have six months from publication of the initial certification profiles to support both. Confirm which version your target VTN speaks.

3. Is there an OpenADR certification profile for EV chargers?

Accepted Answer

Not yet. The defined VEN certification profiles are Continuous Pricing and Baseline; EVSE Management and Inverter Management are prospective. So a "3.0 certified" claim is never against an EV-specific profile — ask which one it is, and plan to close the gap yourself.

4. Do Indian CPOs need OpenADR today?

Accepted Answer

No mandate exists. India's near-term flexibility value sits in price signals: the Electricity (Rights of Consumers) Amendment Rules, 2023 require solar-hour tariffs at least 20% below normal, and public charging supply is priced at 0.8× average cost of supply in solar hours versus 1.2× outside. Build tariff-aware scheduling first; a VEN can follow once a DISCOM procures flexibility.

5. What does the EU network code on demand response require of a CPO?

Accepted Answer

It sets market-participation rules — access, prequalification, procurement and TSO/DSO coordination — rather than naming a protocol. But since flexibility must be prequalified, dispatched and verified to be sold, a standardised machine interface is a practical prerequisite, and in European member states that means OpenADR or EEBUS. ACER submitted the proposal on 7 March 2025; national implementation is expected around 2027.
